Cyro is from Post Nuclear War Earth, 2176. He lives in the Negus Dome, named after the midpoint--a grand establishment known as Negus Hospital, often just referred to as Negus.
The Great Resource War ended in a nuclear fallout in 2033. Years of technological advancements were gone, along with more than half the world's population and many of the natural resources so desperately sought after. Scattered across the globe, survivors banded together to salvage what remained and make due. It took until about 2050 to even begin re-establishing society in some less ravished parts of the world; they were small communities, tribes, and groups that held similar philosophies and needs. Unfortunately, the fallout was only making the world less and less habitable as the years progressed. Something needed to be done.
It is said that in 2100, the first dome was created. Some believe there are others out there but there's no true way of knowing it (there are). Cyro's dome is one of the most advanced, largely established by a band of scientists and engineers. The advancements in city infrastructure, government, and culture were quick to develop as the place filled with desperate people seeking ways to thrive and--importantly--never see war again. So willing were they that they'd give their individuality for peace, safety, and prosperity. To put an end to suffering, drastic measured had to be taken.
So then came city sections, so then came rigid rules of which to abide in order to ensure prosperity and peace, so then came uniform, surveillance, "unity"--A government that told you what you could and could not do with your body; with your life. A government that assigned duties to its people based on what they could do and not what they wanted. Everyone had a part to play, so they played it. Individualism disappeared. They were all one and peace was achieved or so history would tell.
The fallout caused abnormalities in some, and in their children, and in their children's children--burdens to their society where everybody had an important role to fulfill. At first, people tried to find places for them but slowly a sense of division arose. These people, these burdens, did not quite fit--were not desirable in a society striving for perfection--but they had use. Soon the law arose, all those who exhibited physical or intellectual mutations were to be submitted to Negus for treatment. Together, they could learn about these mutations and how to eradicate them. Many died, but in the name of science, it was a sacrifice worthwhile.
The first meta-human mutation appeared in a teenager in 2123. Born with the unique ability to trace sound that humans otherwise could not detect. Negus acquired the child in order to "treat them", but they passed away only a month later. This is what Negus claimed to the grieving parents. It was not true. They lived for several years longer under strict supervision; undergone experimentation after experimentation.
From the genealogy of previous experiments and this new meta-human mutation, Negus learned many things. Such as how to encode traits, personality, and--most importantly--abilities into human life. The beginnings of a plan began.
Within the next few years, few other cases arose. They, too, were submitted to Negus for treatment. Negus again claimed that they were looking for a cure, but they were not. Amid their studying of these mutations, they cooked up a plan to control people even further--but first: Negus needed to make the people with mutations, physical or otherwise, seem dangerous or incapable of being helped. Through further experiments and secret campaigns, they did just that.
In 2127, laws requiring people to report and submit themselves to Negus if they're experiencing mutations within themselves or others came into play. In 2030, campaigns claiming the problem existed within themselves as survivors began. For the better of the dome, the prosperity and the safety of the dome, these people needed to be removed from society until solutions can be found but Negus is doing its absolute best to find these solutions. Still desperate and steeped within the grasp of the governmental body, the population (mostly) obliged. This same year, Negus began its first experiments with customized artificial insemination as other parts of the hospital began cooking up ways to profit on mutations by offering surgical restorations.
By the time of 2135, Negus had an answer. No longer would loved ones need to be cast out, as there was help. Finally, they could correct their problems with surgical augments, implants, and biomechatronics. By 2140, it became a booming cosmetic business in the pursuit of perfection. Those who could not afford these augmentations could go into debt with the hospital but the payment often ended in their life through continued experiments. Also in 2140, customized artificial insemination had become perfected and available to those wishing for children. Couples could choose how their child looked, what their interests were, their strengths, and more. Birthing a child naturally was outlawed.
In 2143 the first attempt at fully lab-grown humans was underway. With the data gained from their years of experiments on the unique (although rare) mutations which created unique abilities in people instead of physical, mental, or intellectual mutations, Negus' experiments were twofold: create a reliable crop of people within their society, completely control the population through this reliance, and create weapons to punish the disobedient.
Unfortunately, this was more difficult than expected, but in 2150, five survived. They were later dubbed The Original Five.
Finally, their society would be perfect. And, perhaps more importantly: obedient. This remained true for the first few years. The genetic coding was indeed perfect. Not a single flaw. That was, at least, until one had a seizure. Until one started losing their eyesight. Until it became clear that the Original Five were not perfect after all. It was alright, though, they were still useful. Useful for their second ability and useful to observe the rate of deterioration and its effects. After all, it was an egregiously expensive service. Most people continued to opt for artificial insemination should they choose to have children at all.
And so they could use the Original Five to perfect the process while claiming to have already done so.
General World / Dome Vibes
The world on the outside of the dome is chaos, but within a different type of horror arose. People have long since accepted this new way of life. Everything is clean, orderly, perfectly symmetrical. The world is bright and spotless. White concrete and clean crisp colors. Everyone walks in orderly fashion. Wears the same uniforms. Most people even wear their hair in the same fashion. The entertainment district is the only exception given it is the place by law people are allowed to "let loose". As a whole, individualism is discouraged. There is a shared duty to maintain and grow the population and prosperity of the dome.
