A nuclear wasteland that many people believe you cannot survive. In the early days of the dome, children showing mutations were tossed out and left to die. Many did, some did not. Organic reproduction has since been banned with the "successful" production of the Original Five. Unknown to the greater public, people have survived and made camp away from the dome with their own structure, rules, and laws.

Those banished to the outer world have about a 25% chance of surviving past the first few hours. Any mutations once shown will accelerate rapidly. Those who survive become hardened to the harsh reality of the outer world. Mutations vary. Most are physical or internal. Recently, some have become metaphysical. However this is currently rare.
